Mps debate Third-party system for construction work

The sixth regular session of the second Pyithu Hluttaw 11th day meeting was held yesterday morning in Pyithu Hluttaw meeting hall, Pyithu Hluttaw building where five questions were asked and answered, a bill submitted and discussion of a motion was made.
After the questions were answered, U Naing Naing Win of Tamu constituency discussed a motion by Daw Yin Min Hlaing of Gangaw constituency urging the government to implement as soon as possible the proper practice of a third party system in construction work. He said an independent third party organisations are required to inspect the quality of construction works. If the quality of construction works were inspected by departments on one another, it would be difficult to get a true quality control. Who is responsible if construction works completed by departments are quality checked and then it deteriorate before the set time period? Aren’t the responsibility also lies with the quality controlling (quality checking) organisations? Third Party is an independent organisation and had full responsibility. If the Third Party organisations does not conduct its work properly, the overseeing and action taking Building Control Authority must be independent and have full authority.
Daw Nan Htwe Thu of Pasawng constituency, U Than Soe Aung of Pyinmana constituency, U Ohn Khin of Palaw constituency, U Sai Thant Zin of Hsipaw constituency, U Zaw Min Thein of Laymyethna constituency, U Win Htut of Pyapon constituency, U Ohn Lwin of Nyaungdon constituency, Daw Khin Than Nu of Mindon constituency, U Myint Oo of Thanatpin constituency, U Saw Thalaysaw of Shwegyin constituency, U Tun Wai of Phaung Pyin constituency, U Tin Ko Ko Oo of Bilin constituency, Daw Soe Nwe Aye of Tada-U constituency, U Aung Min of Zalun constituency and U Phyo Zeya Thaw of Zabuthiri constituency also discussed the motion.
In his discussion on the motion, Deputy Minister for Construction U Kyaw Lin said in order to practice the Third Party system properly, ministries need to change their systems a bit. Consultant need to be hired in drawing up budget and estimated cost also need to be provided to the contractors. Inspection by Third Party system needs to include the experts inspection of design, electrical, water, geology, mechanical and fire prevention (systems). It must not be inspected by designing architects, engineering organisations and contractors. Inspectors must not contact with the related engineering personnel and inspectors need to be professionals in their respective sectors. Mini-labs to inspect the quality of construction equipment were setup in states and regions offices of Road Department, Ministry of Construction and Third Parties can used these labs. Ministry of Construction will setup Myanmar standards to classify construction equipment. The duties and responsibility of organisations participating in the Third Party Inspection Programme need to be determined. It had to be ratified separately. Procedures to be followed by implementing organisations of Third Party Inspection Programme, hand books on Third Party Inspection Programme need to be drawn up and inspection costs determined. If the Third Party system is properly implemented and utilized, buildings of quality and standard that are safe for the public will be constructed with correct cost. Ministry of Construction will cooperate in setting up the practice of Third Party system. Ministry of Construction will also be transformed into a regulatory body in the coming three years. During the transition period, construction works will be inspected under a Third Party system. Contract works will be conducted by relevant organisations and contractors. For construction works all over Myanmar to be up to standard and quality Third Party system will be implemented and the motion is supported explained the Deputy Minister.
Daw Yin Min Hlaing who tabled the motion then submitted to the Hluttaw to approve the motion and after obtaining the agreement of the Hluttaw, Pyithu Hluttaw Speaker U Win Myint announced the approval of the motion.
