Civil servants as civics say

By Ma Thitsar

The public duties meant only the responsibilities of villagers or urban dwellers in the past. Being an independent sovereign state, the duties of the people of the Republic of the Union of Myanmar become wider than before. They also have to do to achieve their receivable rights.

The more freedom the citizen has, the greater their prosperity. There must be chances for freedom and they have to rely on the country for chances. In other words, freedom stands with the state in addition to the power and judiciary of the state. Freedom can only be achieved through the law of the country. Human beings need to be honest and to follow the laws and rules. The law doesn’t go against freedom. Only the law protects freedom.

Equal rights

Everyone is equal in the face of the law. Everyone has equal rights to access the chances provided by the law. There is only one law for people from all walks of life. Only then, there might be fairness in every case. Myanmar’s constitution also guarantees all persons’ equal rights before the law. Therefore, all are living under the same one law and so all get fairness according to the law.

The citizens should understand the public services although their nature is broad. Allegiance to the State, serving for the public, abiding by the rule of law and casting votes honestly are the signs of understanding to the civil duties.

Moreover, there is a link between right and responsibility. If there is a right, there must be a responsibility. The one who is unwilling to work shall not eat rice and the one who is unwilling to serve the duties shall not get the rights. Every citizen has the rights to be government staff at every department regardless of the poor or social status. Even the poorest person has a right to be the highest rank official like the richest persons.

The citizens have their rights as well as duties and responsibilities. Public duties are also as important as rights. The public duties are:

  • abiding by the law and order
  • allegiance to the State
  • paying tax
  • proper use of votes
  • learning and
  • participating in civil services.

People should take these civil services without delay. They should understand the duty is more important than responsibility. If the civil servant fails to serve his responsibility, it can affect only a few people including him, but if the fails to do his duties, it will affect the entire people and country.

Efforts only for the country

Every citizen should be visionary, and have self-control, interest in civil services, and must sacrifice for the good deeds of people and nation. When it comes to the duties, they must do with full of truths without any fears. They must have allegiance to the State and follow the law and order of the country. They must make efforts only for the country regarding state security affairs. There are also some people who think the things or works of people are not associated with them and they are also not interested in these affairs. Such failures in serving duties of the public and country can make plenty of destructive elements.

Efforts for sake of the country

The citizens should understand the public services although their nature is broad. Allegiance to the State, serving for the public, abiding by the rule of law and casting votes honestly are the signs of understanding to the civil duties. Serving altruisms and paying taxes are good things they are doing for the country. The good citizens think before they do or speak out something.

The secure of body, oral and soul plays a key role for every citizen. The reckless words or doings of a person affect other people. They should notice that such one-sided thoughts or doings are not acceptable in the democracy era. The main duty of good civil service personnel is to abide by the existing laws and understand their duties and responsibilities.

Every citizen should be visionary, and have self-control, interest in civil services, and must sacrifice for the good deeds of people and nation. When it comes to the duties, they must do with full of truths without any fears.

Two objectives

Every citizen must follow the laws and orders of the country. Every citizen also has to respect the laws of the country in addition to directing other people to so do. Moreover, another duty related to all citizens is service personnel duties. There are two major objectives for the service personnel field. They are as follows:

  • serving the State duties for living
  • serving the State duties with goodwill

The government staff, public officials and staff are in the first category and the volunteers are in the second one.

If the government employees and officials have goodwill, they will be recognized as real staff, and be honoured by the people, with dignity and pride. The volunteers are also full of dignity for serving the State duties without prioritizing for themselves. Therefore, every citizen should perform suitable State duties for the prosperity of the country.

The citizens have the right to perform in public duties, legislative, executive and judiciary sectors of the government and it is a right for
them to grab the opportunities depending on their qualifications in democratic nations.

Therefore, the government workers and volunteers should perform their duties for the country within the scope of stipulated laws and rules.
