The Shanghai Cooperation Organization (SCO) was established on 15 June 2001, in Shanghai, China, with members including Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, India, Pakistan, and Iran. The SCO Charter, signed by the heads of state at a ceremony in St. Petersburg, Russia, in June 2022, came into force on 19 September 2003.
The SCO’s primary objectives include enhancing mutual trust and neighbourliness among member countries, promoting cooperation in political, trade, economic, research, technological, and cultural sectors, as well as education, energy, transport, tourism, environmental conservation, and other areas. The organization also focuses on regional security, stability, and peace while advocating for a fair international political and economic landscape based on democratic principles.
Commitment to green development is essential for SCO countries and dialogue partners. Myanmar, which joined the SCO as a dialogue partner in 2023, is committed to strengthening partnerships and cooperation among member countries. It emphasizes the importance of initiating green development and a sustainable future for new generations through the efforts of all stakeholders and experts.
All SCO countries, dialogue partners, and observer countries must work together harmoniously to improve natural environments, ecosystems, and long-term socioeconomic development. This collective effort should be promoted as a public campaign on a global scale.
Myanmar is actively working towards environmental conservation by designating 10 per cent of its national land as natural conservation areas and 30 per cent as forest reserves to reduce deforestation and combat climate change. Currently, Myanmar has 59 natural conservation areas, including eight ASEAN heritage parks, seven Ramsar sites, two human and biosphere reserves, eight East Asian-Australasian Flyways, and 22 elephant protection-based tourism camps that enhance ecotourism services.
Myanmar also cooperates with international and regional countries in implementing international agreements such as the Stockholm Declaration of 1972, the 1992 Rio Declaration on Environment and Development, the Environmental Conservation and Development Programme-21, the 1992 Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the 2015 Paris Agreement.
By reaffirming commitments to green development, the SCO aims to foster sustainable growth and a harmonious relationship with nature. The collaborative efforts of member countries and dialogue partners are crucial in achieving these goals and ensuring a prosperous and environmentally conscious future for all.
As such, member countries need the promotion of green development technologies, enhancement of capacity for human resource development, raising funds, and further regional cooperation in the education and research development sector. The forum issued the plan to initiate regional green development partnership relations and enhancement of sustainable development future.
